05/05/2015 Open Constituent letter on Federal Legislation and Budget.

The Federal Government has not had realistic, rational, or responsible legislation and budgeting for over fourteen years.

The federal budget must address the majority of citizens needs for life, liberty, and happiness and not just the desires of the top 5% of the countries income receivers (corporations and individuals).

This open letter is what must happen with legislation and  the federal budget.

Full Death Tax Repeal.

The United States cannot afford any tax cuts when running a deficit! You are misrepresenting facts about who is affected! It provides tax cuts for about 1,000 individual’s families that do not need the tax money refunded and do not pay their fair share of taxes now!

Gentlemen and ladies, in case you got lost in the Republican maze of delay, misdirection, misleading, and pure out right baring false witness: here are your constituent’s priorities.

Americans Rate Economy as Top Priority for Government (Gallup Article from 2014).

What do constituents want you do?

No Trans-Pacific Partnership or any other trade deal! Undo the current trade deals by using expedient enforcement on product dumping and money manipulation! Bring jobs back to the United States and invest in America. 

Legislate to cancel Citizens United legislation done by the Supreme Court of the United States of America!

Let the Patriot Act Expire and do not replace it: legislate to have compete National Security Agency transparency; no secret courts...

Pass right (good) legislation that is stuck between the Senate and House (i.e. immigration reform).

Pass a jobs bill that is based in putting our nations infrastructure back in work condition: which really a jobs stimulus package!  

Change the Federal law from being a Minimum Wage Law and make it a Living Wage law. MIT has a great tool to indicate a Living Wage Calculation for Wisconsin as $14.24 for two adults. The living wage should self adjust from a $15.00 minimum to match the actual cost of living by state. Doing this will reduce the number of people needing public assistance and therefor reduction federal expenses for assistance programs by hundreds of billions dollars a year. The Living Wage should automatically adjust for inflation without congressional action.

Invest in Public Education. Eliminate student loan debt or reduce interest to 1% per annum. Make Higher Education free in Public Higher Education Institutions like all other developed countries in the world.

Leave the Patient Protect and Affordable Care Act alone. Implement Universal Health Care in the United States as is already done by all developed nations; this will reduce Health Care Costs and Expenses by up to 80%. 

Leave the Social Security and Medicare Systems alone!  Change the formula for Social Security and Medicare: make them a flat tax on all income for every individual and corporation! These are Social Insurance Programs that work and protect over 50% of the population from suffering poverty and other painful financial issues; they are not entitlements like the retirement you gentlemen have from the federal government for retirement. Increase the payments for Social Security Recipients to at least 50% above the poverty level. Return the $1.9 trillion borrowed from the Social Security trust fund with a 10% annual penalty for using that money for tax relief for the well off.

On terrorism, protect the United States and make other countries protect themselves; maybe with some assistance. No more Trillion Dollar wars for oil and dictating our values and opinions on others!

Leave Assistance programs etc. alone because it is proven there is very little fraud and people should have the right to housing, food, etc in the richest nation in the world.

On Crime, implement systems like body cameras nationally (97% of the population want this) for true law enforcement transparency. Require psychological examinations of all civil servants (military, police, fire,…) every two years. Require certified training and personal liability insurance for all law enforcement officers; paid for by the officers.

On Taxes, implement a one page individual and corporate flat 18% that is a fair tax that starts federal income tax at 140% ($50K) of poverty for a family unit of 3 individuals; no deductions. Enforce laws that make companies pay taxes on off-shored profits and add a 20% penalty to that normal tax level. This will increase annual government revenue by over $500 Billion a year. Stop all corporate subsidies and entitlements. This will increase annual government revenue by over $500 Billion a year. It will reduce the deficit by $500 to $700 billion a year.

On energy and environment start tax based on greenhouse gas emissions and invests in clean energy in the United States. Pollution from wind is wind and the pollution from solar is light.On guns, national background checks in all situations with mental health reporting and 10 day waiting periods nationally. Invest this tax revenue in solar, wind, etc. jobs and projects.

Invest in infrastructure projects. Use the $500 to $700 billion a year in savings on corporate entitlements to create millions of good paying jobs. Invest in roads, bridges, rail...

Reduce the defense budget by $150 Billion a year without reducing veterans benefits. Actually, veterans benefits need to be improved for the level of commitment to personal sacrifice our military and its veterans make for this democracy. Increase VA spending by $30 billion a  year.

All of these solutions are simple one page legislative solutions that could be completed in ten business days.
